The New Testament quotes the apocaryphal Assumption of Moses which asserts Moses received a special ressurection when the Accuser came to claim his bones.
This would also reconcile the fact that Moses was seen at the transfiguration.

I believe there is a difference between a Biblical writer quoting a historical source as apposed to elevating all of that historical source to Holy script.
