29. It is a positive commandment to rest from work on the first day of Tishri, which is Rosh Hashanah
Vayikra 23:24Orthodox Jewish Bible (OJB) Speak unto the Bnei Yisroel, saying, In the seventh month, in the first day of the month, shall ye have a Shabbaton, a zikhron teru’ah mikra kodesh.
Leviticus 23:24 (CJB) "Tell the people of Isra'el, 'In the seventh month, the first of the month is to be for you a day of complete rest for remembering, a holy convocation announced with blasts on the shofar. "
The law for it is the same as for the first day of Passover, as regards work. By the ruling of the Sages, Rosh Hashanah is to be observed for two days ...

... By the ruling of the Sages, Rosh Hashanah is to be observed for two days ... According to the Rambam (Rabbi Moshe ben Maimon" 1135-1204) [Hilchot Kiddush ha-Chodesh 5:7-8]:
The Festival of Rosh Hashanah - in the period when they would establish (the calendar) based upon testimony - was celebrated by the majority of the residents of the Land of Israel for two days because they were in doubt [as to when the Festival began], for they did not know when the court had established the new month since the agents of the court did not go out on a Festival. (That is, since Rosh Hashanah is the only Festival celebrated on the first of a month, there was no means of informing those who lived outside of Jerusalem that the court had accepted testimony that the new moon of Tishrei had been sighted. Once the month was established, Rosh Hashanah would begin and the agents of the court would be unable to inform the populace since they could not travel on a Festival.)
There are many "traditions" or reasons to explain the two day Feast, however this one by a Rabbinical scholar seems most acceptable to me.
We, being on the Hillel calendar, know when the first day of Tishre is and so only celebrate one day. That is not to say we shouldn't hold the second day special in some ways.
