Read 1 Chronicles 21:
1 Chronicles 21:1 Then Satan stood against Israel and incited David to number Israel.
The "he" in your passage is apparently ha'satan:
2 Samuel 24:1 Again the anger of the Lord was kindled against Israel, and he incited David against them, saying, “Go, number Israel and Judah.”
Numbering the people without God's explicit command was a sin. To number people is to say you own them, whether to raise an army or to tax them. The people of the nation of Yisroel belonged to God, not Melech Dovid. Numbering the people on his own was an act of arrogance and pride, as well as rebellion.
