I am not understanding the above, who was he speaking he to and what is the message? Could it be that this is what Christians use to justify eating pork?

Well, who was it that kept the New Moons and Shabbat? It was the Jews. And since this was said on Collations it was specifically directed at members of the Jewish sect of the Notsarim (Nazarines). It is saying do not let anyone judge you BECAUSE YOU KEEP THESE. Christians twist it to mean don't let them judge you for not eating kosher or keeping the appointed feasts. And yes, they use their perverted interpretation to justify eating unclean meats, replacing God's feasts with pagan ones like Christmas, and in general doing away with God's Torah. But that's clearly not what is said. This is an encouragement to keep Torah, not to do away with it.

I think the way christians apply this scripture would bring them into conflict with those listed below:
Deuteronomy 12:8 Ye shall not do after all the things that we do here this day, every man whatsoever is right in his own eyes.
Judges 17:6 In those days there was no king in Israel, but every man did that which was right in his own eyes.
Judges 21:25 In those days there was no king in Israel: every man did that which was right in his own eyes.
