My unmarried daughter is thing about taking on the responsibility of raising two of her cousin's children. First, I would like prayer for her and second what is the Biblical basis of adoption? Moses and Ester are examples of adopted children. Are there others?

Ruth comes to mind. Any time a woman married, she married into the family, and so we have the concept of the kinsman redeemer (a bit different kind of adoption, but shares a principle). The care of family should be by family when the primary caregiver can no longer fulfill that role. If her cousin can't care for those children, and there is no closer family who can (or will) take on that responsibility, then what she is doing is admirable. I don't know her circumstances, but the time to get closer family to commit to financial or other assistance is now- not later when the pantry is empty as the fuel tank and the sitter won't come because she hasn't been paid. Of course if she is well off she may want to just sever ties to that part of the family; I don't know. Just some thoughts and prayers goin' your way there.

Praying for her. I also do not know the situation, but the first concern that came to my mind is your daughter's emotional wellbeing and legal protection. She will likely get very attached to these children and may not have the legal justification for the level of responsibility she will feel. A friend of mine is in a similar situation. The mother is trying to yo-yo the kids back and forth when it is convenient, and it has been very difficult for my friend as well as the children. Meanwhile, the mother is unwilling to give my friend custody.

First off thanks for the prayers. My daughter is not well off but is stable. She is buying a mini farm just a quarter mile down the road from me and next door to my son. I have teanage daughters willing help with the baby sitting, while Liza is at work. The mother of the children has just agreed to give up her rights, but nothing on paper yet. The father still wants the children to keep the welfare checks rolling in, but the Judge is not cutting him any slack.

I modified the comment I wrote above because I have not met the mother of my friend's children. I am sure there is more struggle than I have had to endure, and I spoke without compassion and like I know more than I do.
It sounds like you have an amazing daughter and a wonderful family, Jimmie. I am happy for those children, and I pray G-d is glorified for the sake of all involved.
