33. It is a positive commandment that a sinner should turn back from his sin, and should confess his misdeeds before the blessed God
Bamidbar 5:6-7 (OJB) Speak unto the Bnei Yisroel, When a man or woman shall commit any chattot that men commit, l’me’ol ma’al baHashem (thereby trespassing against Hashem), and feels guilty; Then they shall make vidduy (confession of sin) of their chattot which they have committed; and shall make reparation in full, and add unto it the fifth part thereof, and give it unto him against whom they hath incurred liability.
Numbers 5:6-7 (CJB) "Tell the people of Isra'el, 'When a man or woman commits any kind of sin against another person and thus breaks faith with ADONAI, he incurs guilt. 7 He must confess the sin which he has committed; and he must make full restitution for his guilt, add twenty percent and give it to the victim of his sin."
This means an avowal in words before the blessed God. He is to say from the depths of his heart, "I beseech you Hashem: I have sinned, done wrong, and acted criminally before You. This-and-this I did (and he is to describe the sin in detail); and here I have regreted my deed and become ashamed of it. Never will I go back and do this thing again." The main element [of repentence] is remorse in the heart, in truth, over the past; and one must take it upon himself never to do such a thing again. This [confession] is the essential part of repentance; ... Even death and confession on Yom Kippur, however bring no atonement [and forgiveness] unless they are with repentance.
