Leviticus 23:29 (CJB) Anyone who does not deny himself on that day is to be cut off from his people;

If a person drinks liquids fit for human consumption, enough to fill his cheeks, ... . Smaller quantities than those given here are forbidden by the law of the , but they do not bring a penalty of kareth. However, the sinner should be flogged ... . So we aren't all going to Hell just because up to now we haven't kept the commandment/mitzvah. However true repentance brings action, so ...

Rav S. believes the term "to afflict oneself" just means to fast from food. Drinking water is halachically OK for us. Drinking juices with food value would not be acceptable, as I understand this scripture. I do not know how the parent Synagogue of this forum views this, and so will not speak for them. But again, there is always redemption for a repentant heart if we find out we are doing it wrong.
There is always the higher mitzvah to preserve human life and health, so there are exceptions. I've heard, but do not know if true, that nursing mothers are also exempt, and this makes sense. Sometimes this can be tough trying to be Observant without access to someone who knows, but we do the best we can.
I will have to drink because of my meds, so even if it were true I'd be an exemption case as far as I know.

... . By the law of the sages these too are forbidden on Yom Kippur: washing, applying oil to the skin, wearing of leather footgear, and conjugal intimacy. ... Now these are pure Rabbinical Judaism and amounts to the desire to control every aspect of a person's life. It places the kinds of burdens on people that Yeshua spoke against so often. If you really want to "afflict" yourself to this extent, maybe you should put on a burlap shirt and tie it with a rope. Just my opinion here, but it does seem this goes a bit far. Then again, I'm no sage, so ...
