Why were the eyes of some blinded so that they could not understand and be healed (Isaiah 6:9-10/Matt. 13:13-14) if God is not willing that any should perish but all should come to repentance (2nd Peter 3:9)?

I believe that "any" or "all" does not necessary mean all of the entire universe, but all of a given group. Like in John 17, Jesus is only praying for the ones that His Father gave to Him. Those (we) are the chosen ones. That is my take on it.

The key lies in Isaiai 5:24b-26 for they have rejected the law of the LORD of hosts, and have despised the word of the Holy One of Israel. Therefore the anger of the LORD was kindled against his people, and he stretched out his hand against them and struck them, and the mountains quaked; and their corpses were as refuse in the midst of the streets. For all this his anger has not turned away, and his hand is stretched out still. He will raise a signal for nations far away, and whistle for them from the ends of the earth; and behold, quickly, speedily they come!
God does get angry, and His anger is a terrible thing. We can sin to the point He is not willing to show us His face again before our destruction.
Isaiah 6:8-11 And I heard the voice of the Lord saying, "Whom shall I send, and who will go for us?" Then I said, "Here am I! Send me." 9 And he said, "Go, and say to this people: "'Keep on hearing, but do not understand; keep on seeing, but do not perceive.' Make the heart of this people dull, and their ears heavy, and blind their eyes; lest they see with their eyes, and hear with their ears, and understand with their hearts, and turn and be healed." Then I said, "How long, O Lord?" And he said: "Until cities lie waste without inhabitant, and houses without people, and the land is a desolate waste,

His desire is for all to repent.
Maybe these people would turn to G-d out of self-preservation and not repentance. G-d knows human nature and He knows our hearts. Maybe, they would act out of fear of death but not truly repent.
"For whoever will save his life shall lose it, but whosoever shall lose his life for my sake and the gospel's, the same shall save it." Mark 8:35
Maybe these people's attempt to turn toward G-d would actually be acting in the opposite of repentance as they would simply just be trying to save their own life.

Matt 13:15 For this people's heart is waxed gross, and their ears are dull of hearing and their eyes they have closed; lest at any time they should see with their eyes, and hear with their ears, and should understand with their heart, and should be converted and I should heal them.
It appears as though they blinded themselves. Why I do not know. But sin can be fun for a while. But then the Judgement!
