In Numbers 21:21, Israel sent messengers to Sihon. In the previous chapter, verse 14, it is Moses who sent messengers to Edom. Why the difference? Some scholars suggest that there is decidedly no difference, and that is the point: that when the leader makes a decision and sends out representation, he does so on behalf of all the people.
There is another understanding, though. When Moses approached Edom, it was hospitable, as a brother. Moses, the man, approached Edom asking a favor. Whne Israel approached Sihon, it was as a nation with military strength behind it.
