Recognizing that a "vow" is a pledge or a promise as opposed to an "oath" which is a declaration with collateral (to "swear by"), is it appropriate for us to make vows to Adonai?
If a man vow a vow unto the LORD, or swear an oath to bind his soul with a bond; he shall not break his word, he shall do according to all that proceedeth out of his mouth. (Numbers 30:2)

Appropriate, yes. Smart, no.
A vow or promise is not something that is contingent on the individual's ability to fulfill. When you promise something, you are overlooking the possibility of failure, either by your own hand or due to unforeseen circumstances. There is no "if I can" or "I hope so". A promise is a commitment, and it doesn't allow for backing out. So no, it's not smart, because whatever you promise, you must be prepared to deliver. No excuses.
It is, however, appropriate. Else, there would be prohibitions against vows, rather than rules dictating the proper use. Indeed, when we receive Christ, our commitment to Him is an implied vow to recognize Him as Lord of our lives.
Should we make vows? I guess that all depends on the situation. If you feel strongly enough about something, then sure... but only if you can deliver.
