The text of Numbers 14:28-29 may be interpreted as simply God allowing the curse that Israel had placed upon herself to befall her. Is this the manner in which we should understand God's wrath and justice- not as His active discipline but simply allowing the natural fate to proceed? The word "raphah" (typically translated "forsake" simply suggests a release of His protective care. The word often translated "destroy" (shaw-kath) is passive suggesting that He only need to allow entropy.
