Is it wind or spirit? My answer would be "yes." I see no reason why it can't be both.
I take notes all the time that are basically like Rashi or or one of the other commentaries. I don't see why you shouldn't write a Targum. I usually think of it as being a little different from a paraphrase, like going more in depth and reaching for a deeper meaning. But that may just be my opinion.
