Romans 7:23,"but I see a different instruction in my members, warring against the law of my mind, and bringing me into captivity under the instruction of Sin which is in my members."
Some things to note first:
There is another (Law/instruction).
This (Law/instruction) works within us.
This (Law/instruction) tries to make us a prisoner (or slave) to the (Law/instruction) of Sin.
This is the opposite of the of God; the natural sinful nature of mankind (our inclination to evil) and it's probably the "yetzer ra" in Jewish tradition. The yetzer ra is the "evil impulse," the impulse from which all evil flows (contrasted with the "good impulse" which is the yetzer tov).
I'll be referring to the natural sinful nature (the inclination to evil) that instructs mankind to do evil as "Sin" with an uppercase "S," and I'll refer to the act(ion(s)) of sinning as "sin" with a lowercase "s" in all my posts on these Laws that Paul mentions.
The instruction of Sin is the instruction to do things contrary to God's ways, and those things are sin; when we follow the instruction of Sin, we sin. Sin is the "flesh" that is a power in opposition to the Spirit, and its instruction is upon all mankind-with no exceptions, and it is a slave master.
When Adam and Eve offered themselves as obedient slaves to Sin, their bodies became corrupted and they became its slave (though, wether or not God freed them from this I do not know), and as a result of their willful offering of themselves to Sin, their children, similar to Exodus 21:4, were born under the slavery of Sin. Sin's instruction is something that all mankind follows unless they come to God.
We are all born in a body that is a slave to Sin which leads to death (a body of death), and while in this body of death, while we are under Sin's instruction, we will always be struggling with sin; because even when God frees us from the slavery of Sin, we still must wrestle against it. This is why it says in Psalm 51:5,"Surely [we are] sinful at birth, and in sin [our mothers] conceived [us]." But when, at the ressurection, Christ frees us from our bodies of death, then we will be free from Sin and death.
After we have come into faith with God, there is a battle and struggle, wrestle and war, between Sin's instruction and the (instructions) of God within us.

Is separate from the of God.
Works within and against us.
