Deuteronomy 29:13 who is this referring too?

14 but with those standing here with us today before the Lord, our God, and [also] with those who are not here with us, this day.


Is this referring to those who had perished during the exodus?

You. And me. It refers to all future generations; everyone then and later who would enter into covenant with the God of Israel.
